Town hall. 1852-3, by Thomas Withnell. White painted stucco, slate roof. Palladian style. Rectangular plan parallel to street (plus later additions to rear). EXTERIOR: 2 storeys raised on a basement treated as a plinth; 1:2:1:2:1 windows. Symmetrical, with pairs of pilasters defining the bays, channelled rustication to the plinth and ground floor, a frieze and cornice over each floor (the upper dentilled), a pediment to the centre, and balustraded parapets over the other bays. The centre has a double parallel stone staircase with balustraded parapet leading to a raised rectangular porch with corner pilasters and fluted Doric columns distyle in antis, triglyph frieze, mutule cornice and balustraded parapet; at first floor an altered 4-pane window framed by Ionic semi-columns and paired pilasters; and sculptured relief figures of Justice, Mercy and Truth in the tympanum of the pediment. Otherwise, the basement has short sashed windows; the ground floor has tall round-headed windows with raised sills, keystones and run-out voussoirs, and 4/2 sashes with very slender glazing bars; and the first floor has tall 2/2 sashes with moulded architraves. INTERIOR: not inspected. Forms group with Southport Arts Centre to the right (qv) and with Pavilion in Municipal Garden to the front (qv).
