By Sir A B Thomas. Early C20 2-storey, 3-bay building, of modest baroque appearance.

Moderately high pitched, slated roof. Taller centre section supports high open cupola with lead dome, 8 Tuscan columns and square podium. Stone urns at sides of pediment and carved brick armorial decoration in tympanum. Red brick walls.

Side bays have stone mutule cornice and blocking course. Central 1st floor window round-arched with coved surround and large carved keystone reaching to main cornice.

Solid stone balcony, bearing oval plaque, rests on cornice of ground floor centre window which has wide Gibbs surround in stone and narrow flanking windows. Stone dado with roll moulding below. Side sections have 1st floor windows in moulded architraves lengthened at sides to rest on lower part of stepped, projecting stone panel supporting wide cill and resting on cornice of ground floor entrances.

Doors have thick stone lintel dividing them from rectangular fanlight with leaded pattern; the whole in modified Gibbs surround. Rear elevation, visible from Peyton Place, of one storey in multi-coloured stock brick with red brick dressings.

Behind parapet a dome with 6 tunnelled, round-arched windows and glazed cupola.

Inscription on cartouche on front balcony "The gift of Andrew Carnegie Esq".
